As indicated by the issue, you also have the server permission issue related to the creation of the directory, so for this please contact your hosting provider and ask to fix it for you OR you can read and follow the instructions written in this thread: https://stackoverflow.com/questions/37157264/wordpress-plugin-install-could-not-create-directory

And also please update your site PHP version as well to minimum 7.4
